Finalize Contractual Commitments
Explanation
Finalizing the contractual commitments is considered to be a manual 
operation. However, if Applications for Payment is used, the retention must be
handled as well.
  - When the contract is completed there is usually a final retention period 
  agreed in the contract, a period where the customer can report any faults to 
  be corrected. After the retention period has expired, customers must pay the 
  retention amount. 
- Any interim retentions should also be released at this point if not 
  already done.
