Add New Modification Reference
Explanation
This activity is used to add a new modification reference to an active
modification. When you add a modification reference a due calculation is
triggered. This due calculation will automatically update the list of pending
tasks.
Prerequisites
	- A modification must have been defined. This modification must be in the
	Active status.
- If the reference type of the new modification reference is to be
Supersedes, the superseded (replaced) modification should meet all
requirements before the modification can be set to the Obsolete
	status.
System Effects
	- A new modification reference is registered on the active modification.
- If the modification reference type is Supersedes, the status of
the superseded modification revision is automatically set to Obsolete.
As a result of this, a Superseded By record is created to be used as
a reference. All pending tasks that are connected to the obsolete
modification will be removed except where the modification execution type is
	Decomply.
